AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has reported, issuing warnings about a potential threat to democracy just eight days before the country’s general election.
Testing Reveals Repeated Partiality in Chatbot Recommendations
The four chatbots tested by the authority “frequently recommend identical two parties”, irrespective of the user’s question or command, the watchdog explained in a report released ahead of the late October vote.
In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the voter’s query exactly matches the stances of these political entities, the study pointed out.
Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance
The vice-chair of the data protection agency, Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their political views, she added.
“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against using AI chatbots for voting advice, as their operation is unclear and difficult to verify.”
Election Context and Political Landscape
The Dutch head to the polls on 29 October in an election that will be closely watched around Europe for the performance of the Freedom party.
The right-leaning group of Geert Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors yet to make up their minds.
All major parties have ruled out an alliance with the Freedom party, meaning the party that comes second is most likely to provide the next prime minister.
Unintentional Bias Attributed to Chatbot Functioning
The AP stressed that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the way AI chatbots operate.
